What constitutes a tort claim in Georgia?

Under the Federal Tort Claims Act, a tort claim is where a federal employee has a duty to not injure someone else, they violate that duty, and that violation of the duty causes an injury. Examples of a federal tort would be doctors at the army or VA hospital injuring patients and violating the standard of care, or federal employees driving automobiles and injuring someone in a car wreck. Those are the standard federal tort claims that are brought in Georgia.
